There are three elements to this pillar; structure, composition, and
disturbance, and each has specific metrics. Condition scores are calculated
for all three Elements, and they are averaged to represent the pillar.
Condition scores range from +1 to -1 representing more favorable to less
favorable conditions, respectively. The proposition of more favorable is based
on the objective of achieving the desire outcome for the pillar.
